The National Shipping Board (NSB) meeting held on May 30, at DG Shipping, saw Mr Milind Kandalgaonkar, General Secretary-cum-Treasurer the National Union of Seafarers of India (NUSI), raise four critical demands aimed at improving the welfare and working conditions of Indian seafarers. These demands, long championed by NUSI, call upon the NSB to strongly advocate with the Government of India for their immediate implementation.
The demands include comprehensive social security, including Provident Fund, Gratuity, and Pension for all seafarers, regardless of the flag of the vessel they serve on. NUSI has been advocating for this demand for years, and although the Board of Trustees accepted it in 2021, the Government of India has yet to finalize the amendment.
Another demand is for an essential quota for seafarers in all modes of transport, which would ease their travel challenges. The Ministry of Railways has already acknowledged this demand, and NUSI now calls upon the NSB to extend this initiative to all other modes of transport.
The fundamental right to shore leave is also a key demand, with NUSI emphasizing that it is crucial for seafarers’ mental and physical health, social connections, and overall well-being. Despite international conventions, Indian seafarers are frequently denied shore leave at Indian ports, and the NSB is urged to lend its strong support to this cause.
Lastly, NUSI demands that seafarers be recognized as “key workers,” given their indispensable role in maintaining global supply chains and ensuring the delivery of essential goods. The International Labour Organisation (ILO) has formally endorsed “key worker” status for seafarers, and the NSB is requested to ensure that this international recognition is fully implemented and reflected in national policies.
The NSB is now formally requested to prioritize and strongly advocate with the Government of India for the immediate action and implementation of these four critical NUSI demands. These measures are not just about improving conditions; they are about recognizing the invaluable contribution of Indian seafarers to our nation and the global economy.
