In a significant move towards digital transformation in the maritime industry, the International Chamber of Shipping (ICS), Lloyd’s Register OneOcean (LROO), and the Maritime Industry Authority (MARINA) of the Philippines have signed a joint Memorandum of Understanding (MOU). This landmark agreement outlines a pilot project to integrate seafarer certification systems and develop a new mobile application, aiming to reduce administrative burdens and enhance efficiency for key stakeholders.

The initiative, signed at the International Maritime Organization (IMO) Headquarters in London, seeks to address the challenges posed by paper-based seafarer endorsement and verification. By digitizing certification processes, the project aims to improve security, streamline collaboration, and facilitate ease of use.

Key Objectives:

  • Reduce administrative burdens: Minimize the paperwork and processes associated with seafarer certification.
  • Enhance efficiency: Improve the overall efficiency of certification processes for key stakeholders, including flag administrations, port state control, and shipping companies.
  • Improve security: Ensure the secure storage and consolidation of seafarer certificates, allowing real-time access for authorized parties.

The pilot project will test the feasibility of a digital system for storing and managing seafarer certificates. This system will enable seafarers to take ownership of their data and control how it is used, facilitating travel and movement for the benefit of the entire industry.

The ICS, LROO, and MARINA will work together to develop an initial API integration concept, exploring the linking of MARINA’s Integrated Seafarers Management Online System (MISMO) to the pilot platform. Upon successful validation, MARINA will engage with its seafarer community to gather insights on digital certification needs and potential adoption pathways.

This landmark MOU marks a significant step towards digital transformation in the maritime industry, supporting the Philippines’ commitment to aligning with global maritime standards.
