Ganpat University Goa, in collaboration with the Ganpat & Manju Foundation and the GIME Foundation, successfully hosted the Maritime Skill Conclave 2025, bringing together national maritime leaders, policymakers, academicians, industry partners, and aspiring cadets to chart India’s roadmap toward a future-ready maritime workforce. Supported by leading industry bodies—including the Indian Maritime University, IMEI, CMMI, MERI Alumni, ASSOCHAM, and SEPC—the conclave emerged as a landmark platform dedicated to nurturing maritime talent, innovation, and sustainable development.

The event commenced with a cultural welcome inspired by the works of celebrated Goan poet Ramesh Veluskar, honouring the founders, donors, faculty, and students whose contributions continue to advance Ganpat University’s mission of social upliftment through education.

In his keynote address, Hon’ble Chief Minister of Goa, Dr Pramod Sawant, announced the development of a comprehensive Master Plan for sustainable passenger and cargo movement, positioning Goa as India’s leading model for green maritime mobility. Highlighting that Goa contributes 40% of India’s commercial shipbuilding output, he unveiled the state’s ambition to evolve into a Green Shipbuilding Hub, focusing on hydrogen- and ammonia-ready vessels, offshore renewable service ships, and next-generation eco-friendly ship repair infrastructure.

Dr. Sawant emphasized the essential role of academic institutions in realizing this vision, calling for Ganpat University to serve as a “laboratory of green and digital skills.” In alignment, the university announced initiatives including the establishment of a Maritime AI & Analytics Lab and the rollout of advanced green shipping certification programs to close national skill gaps in technology, sustainability, and governance.

Encouraging India’s youth to lead the maritime transformation, Dr Sawant urged them to keep “fire in the heart and an ocean in the eyes” as the nation positions itself as a maritime lighthouse to the world.

Mr Subhash Phal Dessai, Minister for Social Welfare and River Navigation, underscored India’s rapidly expanding blue economy, pointing to emerging opportunities in marine biotechnology, ocean renewable energy, deep-sea exploration, modern fisheries, and global seafaring placements. He highlighted the growing importance of digital capabilities—including AI-enabled navigation, port automation, satellite tracking, and cybersecurity—while noting Goa’s rising potential in cruise tourism, water sports, marine leisure, and offshore activities.

Mr Digambar Kamat, Hon’ble Minister for Ports, Public Works & Legal Metrology, commended Ganpat University for its transformative contributions to maritime education. Praising the strong participation of women students in maritime programs, he reaffirmed government support for establishing a world-class Institute of Maritime Excellence in Goa.

The conclave featured impactful contributions from senior dignitaries and global maritime experts.

Mr Praveen Nair, Dy Chief Surveyor-cum-Sr. DDG (Tech.), Directorate General of Shipping, stressed the need for global-standard marine competencies, technological advancement, and robust certification systems to prepare Indian seafarers for international opportunities.

Captain Octavio Rodrigues outlined the foundational role of the Captain of Ports Department in coastal governance and development, highlighting increasing collaboration with the Goa Institute of Excellence and the GIME Foundation in strengthening maritime education.

Padma Dr Ganpatbhai I Patel, President & Patron-in-Chief of Ganpat University, delivered an inspiring address rooted in philanthropy and nation-building. Affirming that “Education is the best investment—not for money, but for building lives,” he presented the university’s vision for a green, high-tech campus in Goa, powered by solar, hydrogen, and biogas technologies and enriched with AI-driven systems and Indian cultural values.

Calling for collective action in an era shaped by rapid technological change, Dr. Patel urged “We are all in the same boat—now let’s push together, fast and in the right direction.”

Addressing the gathering, Dr. Mahendra Sharma, Group Pro-Chancellor, noted that India stands at a defining moment in global maritime leadership. As global sea routes face increasing uncertainty, India is emerging as a stabilizing power—a sentiment echoed by the Hon’ble Prime Minister during India Maritime Week 2025.

Speakers highlighted India’s rich maritime legacy, from the ancient dockyards of Lothal to the naval prowess of the Chola Empire and Maratha Admiral Kanhoji Angre, reinforcing that India’s maritime ambition is rooted in its deep historical strengths.

Key national data presented at the conclave included:

  • Major ports handled 855 million tonnes of cargo in FY 2024–25
  • Port surpluses rose ninefold over the past decade
  • Inland waterway cargo movement increased by 700%
  • India accounts for 12% of the global seafaring workforce, targeting 20% by 2030

The conclave reaffirmed its mission to advance maritime competency standards, strengthen certification pathways, integrate AI and automation, and promote sustainable blue-economy practices. Through robust collaboration among academia, industry, and government, the event set a strategic direction for the future of India’s maritime ecosystem.
