The Ecumenical Maritime Ministry of India, in collaboration with the Merchant Navy Welfare Board (India), ISWOT Seafarers’ Welfare Organization, and CEFI, recently organized a two-day national workshop and training program for newly appointed Port Chaplains, Welfare Officers, and Ship Welfare Visitors. The event brought together representatives from diverse denominations across India, united by a shared commitment to pastoral and humanitarian care for seafarers.

The workshop was inaugurated in the presence of distinguished dignitaries and experts who underscored the importance of coordinated welfare efforts in safeguarding the dignity and wellbeing of seafarers.

Capt. Daniel Joseph, Deputy Director General of Shipping, Government of India, delivered a keynote presentation on the roles of international and national bodies in seafarers’ welfare. He highlighted the significance of the Maritime Labour Convention (MLC), 2006, and other global frameworks that protect seafarers’ rights.

Dr. N. Reuben Paul, Chairman of the Merchant Navy Welfare Board (India), emphasized the responsibilities of Welfare Officers and Port Welfare Committees, particularly in times of crisis such as vessel detentions, abandonment, and crew distress. His address called for compassionate service and coordinated action to ensure seafarers receive timely support.

Adding a historical lens, Fr. A. Balasamy traced the evolution of maritime welfare in India, linking past milestones to the continuing relevance of the MLC, 2006. Honourable Judge Jayanthi Isaac, who attended as Chief Guest and Observer, reinforced the recognition of maritime welfare as a matter of human rights and labor justice.

Dr. Babu Mailan, Chairman of ISWOT, together with Dr. Jeslin, shared updates on the organization’s outreach across major Indian ports, highlighting initiatives that address seafarers’ physical, emotional, and spiritual needs. Complementing these perspectives, Dr. Sam Benjamin provided practical guidance on maritime law and the occupational challenges faced by welfare officers.

A highlight of the workshop was the appointment of CEFI Diocese Chairman D.P. Noha as the National Coordinator of the Ecumenical Maritime Ministry of India. In his acceptance remarks, he expressed gratitude to the participating organizations and reaffirmed his commitment to ensuring that seafarers of all nationalities receive compassionate care both at sea and in port.

The two-day program concluded with a sense of unity and renewed purpose among maritime welfare organizations. Participants left inspired to strengthen collaboration and uphold the dignity of seafarers through faith-based and humanitarian service, marking a significant milestone in India’s ongoing mission to support its maritime community.
